In 2015, the NRW KULTURsekretariat, together with the NRW Ministry of Culture, the NRW Kultursekretariat Gütersloh and municipal central associations, initiated the first overall view of the topic "Urban societies in cultural change". The conference marked the kick-off of the multi-part programme series of the same name.

From autumn 2016 to autumn 2017, the NRWKS organised a total of three conferenced in partnership with the Kultursekretariat NRW Gütersloh and the Academy of Cultural Education in Remscheid: In July 2017 an event in Wuppertal on "Qualification in Cultural and Artistic Practice", and in autumn 2017 a conference in Bergkamen on the topic of "Municipal Networks and Rural Space" followed the kick-off in Remscheid on "Perspectives of Cultural Education from NRW to Europe".

For each of those three conferences stocktaking was conducted and the projects included therein were analysed for their conditions to succeed. The individual stocktaking and analyses of these events were subsequently summarised. Based on these findings, in a next step projects will be visited on site and accompanied form 2018 onwards.

"Refugee Citizen" is also the title of a funding programme. Within this scope, for example, 2016 and 2017 model approaches were developed for the work with refugees in music schools or corresponding qualification measures of art historians and art pedagogues in a museum context. Moreover, further promising projects were sponsored.

ANTRAGSTELLUNG/FÖRDERUNG

2018 will see, among others, continued musical activities in Hagen. In 2017, international workshops and rehearsals with musicians from Syria and member of the Chamber Orchestra Hagen as well as freelance musicians took place there. The built up repertoire will be expanded in 2018 with new compositions and arrangements and documented with sound recordings, film and photos. This way, the participating refugees will be given the opportunity to cultivate their musical traditions and skills and to further develop in exchange with musicians from the same cultural sphere and colleagues from the same country.

The development of a concept for the universal qualification of refugee world musicians is also planned for 2018.
